XIAMEN, Sept. 28 (Guangming Online) — The 2025 China–Africa Internet Development and Cooperation Forum opened on September 28 in Xiamen, Fujian Province. Zhuang Rongwen, Minister of the Cyberspace Administration of China, attended the opening ceremony and delivered a keynote speech. Zhou Zuyi, Secretary of the CPC Fujian Provincial Committee and Chairman of the Standing Committee of the Fujian Provincial People’s Congress, addressed the opening ceremony, which was presided over by Zhao Long, Deputy Secretary of the CPC Fujian Provincial Committee and Governor of Fujian Province.
Co-hosted by the Cyberspace Administration of China and the People’s Government of Fujian Province, and organized by the Xiamen Municipal People’s Government with support from the Xiamen Municipal Cyberspace Administration, the forum carried the theme “Building a Community with a Shared Future in Cyberspace and Opening a New Chapter in China–Africa Digital Cooperation.” Four thematic sub-forums were designed: “Bridging Digital Divide and Digital Transformation Development,” “Artificial Intelligence Development and Governance,” “Cybersecurity and Data Governance,” and “Internet Media Cooperation and Promoting People-to-People Connectivity.” The forum aims to pool wisdom and resources from all sides, further deepen and expand China–Africa cooperation in the digital sphere, and inject new momentum into building an all-weather China–Africa community with a shared future in the new era. About 400 representatives from government agencies, universities, think tanks, and media organizations in China and 32 African countries attended the Forum.
The opening ceremony also featured an outcome-release session. Wang Jingtao, Vice Minister of the Cyberspace Administration of China, unveiled a series of cooperation results, including the “Action Plan on Jointly Building a China–Africa Community with a Shared Future in Cyberspace (2025-2026),” the establishment of the “China–Africa Internet Enterprises Cooperation Network,” and continued capacity-building programs such as training courses on cybersecurity and the digital economy.
