Visual explainer: Local Party Organizations

The CPC has local organizations at all administrative levels, which play an important liaison role between Party organizations at the top and the grassroots level. Local Party organizations include the local Party congress, as well as the local Party Committee and the local commission for discipline inspection it elects.

The local Party congress is the highest governing and decision-making organ of local Party organizations within a certain region. It consists of elected deputies, not only government employees, but also front-line workers and farmers, professionals and technicians, as well as a certain percentage of female and ethnic minority Party members.

The local Party congress is convened once every five years to discuss important issues and make resolutions, and review the work of Party committees at the same level and formulate future plans. After the local Party congress is adjourned, The Party committee at the same level is responsible for implementing the resolutions and decisions made by the congress, and governing administrative affairs in the region.

The commission for discipline inspection at the same level will check the implementation of the resolutions, while defending the Party Constitution and other regulations, and organizing efforts to combat corruption.
