"Chinese Communist Party grew up from the people. The close ties between the Party and the people, and the grassroots are the key to its success in governance," said Marcos Pires, an international relations expert and director of the Institute of Economics and International Studies at the Brazil's Sao Paulo State University.

"It is by no means a small thing for the CPC to organize 1.4 billion people to move in the same direction and toward the same goal," he said.

Pires believes that China's Party cadres have attached importance to the grassroots. They have a solid understanding and accumulated rich experience in governance, which provides a strong guarantee for improving social governance.

"In the West, thousands of people out of every million die with COVID," Pires said. "In contrast, China has maintained a very low COVID mortality rate for a long time, which is inseparable from the way the Chinese state and society is organized." He believes that in the fight against the pandemic, the CPC and the Chinese government have demonstrated a strong mobilizing and organizing capability to protect people's lives and health, and the remarkable results achieved underline the resilience of the Chinese system.

"If you want to evaluate the CPC's governance philosophy, just look at their governance results," Marcos Pires said. "The facts speak for themselves."
