Beijing’s Journey to a Rule of Law Model City

The report to the 20th CPC National Congress pointed out that the comprehensive advancement of law-based governance has been a profound revolution in China’s governance. Law-based governance is important for the Party’s success in governing and rejuvenating the country, for the well-being of the people, and for the long-term stability of the Party and the country. We must give better play to the role of the rule of law in consolidating foundations, ensuring stable expectations, and delivering long-term benefits, and we must strive to build a modern socialist country in all respects under the rule of law.

The rule of law is a complex undertaking that requires holistic planning, and a strong emphasis on systematicity, integrity, and synergy. Building a government under the rule of law is the critical first step and the core project, aiming to ensure the powers to operate within the bounds of the law, standardize decision-making procedures, and build a government that is accountable, transparent, and efficient.

The success of a rule of law hinges on public satisfaction. The public is the ultimate beneficiary of a government of law,which is the goal of the socialist rule of law with Chinese characteristics. All efforts in building a law-based government in Beijing are geared towards achieving the ultimate goal of satisfying the people and benefiting the public.

Since the 18th National Congress of the CPC, Beijing has been striving to build a law-based government that is the “best in China” based on its unique position as the capital. It has been working hard to overcome difficulties, adhering to the people-centered development approach, and fully responding to and solving the urgent problems that the people care about.
