Building community of shared future for mankind is international consensus

Since the 18th National Congress of the Communist Party of China in 2012 made it clear that China “should advocate a sense of community with a shared future for all mankind, and accommodate the legitimate concerns of other countries while pursuing one's own interests", the concept of "community with a shared future for mankind” has been constantly improved in theory and enriched in connotation. On January 18, 2017, President Xi Jinping delivered a speech on “Building a Community with a Shared Future for Mankind” at the UN Headquarters in Geneva. There were more than 30 rounds of warm applause during the speech, which showed the strong resonance from the international community.

On December 6，2021, the 76th Session of the United Nations General Assembly adopted by a majority vote for the Resolution on No First Placement of Weapons in Outer Space and Prevention of an Arms Race in Outer Space submitted by the First Committee of the General Assembly. This is the fifth year in a row that the concept of "a community with a shared future for mankind" has been included in a resolution of the UN General Assembly. This fully demonstrates that the concept has gained popular support and is in full accord with the aspiration of the international community for common security in outer space.

A United Nations General Assembly resolution is a decision or declaration on voting by all member states of the United Nations in the General Assembly. It shows the common pursuit of the 193 countries of the UN General Assembly and is of guiding significance to the development and future of the world. The concept of a community with a shared future for mankind mentioned in five UN General Assembly resolutions is summarized below.

1. 2018 Resolution adopted by the General Assembly on September 10，2018, 72/311. Implementation of the recommendations contained in the report of the Secretary-General on the causes of conflict and the promotion of durable peace and sustainable development in Africa writes:

Calls upon the international community to enhance support and fulfil its commitments to take further action in areas critical to Africa’s economic and social development, in the spirit of win-win cooperation and to create a shared future, based upon our common humanity, and welcomes the efforts by development partners to strengthen cooperation with the New Partnership for Africa’s Development.

2. 2018 Resolution adopted by the General Assembly on December 20， 2018, 73/244. Eradicating rural poverty to implement the 2030 Agenda for Sustainable Development writes:

Realizes that bridging the digital divide will require strong commitment by all relevant stakeholders at the national and international levels, and encourages efforts by all relevant stakeholders, especially United Nations agencies, funds and programmes, in the spirit of win-win cooperation, to assist developing countries in overcoming the digital divide and promoting the use of information and communication technologies to foster economic and social development, particularly in rural areas, with the aim of building a shared future for humankind.

3. 2019 Resolution adopted by the General Assembly on December 12，2019, 74/33. No first placement of weapons in outer space writes:

Reaffirming that practical measures should be examined and taken in the search for agreements to prevent an arms race in outer space in a common effort towards a community of shared future for humankind.

4. 2020 Resolution adopted by the General Assembly on December 7，2020, 75/37. No first placement of weapons in outer space writes:

Reaffirming that practical measures should be examined and taken in the search for agreements to prevent an arms race in outer space in a common effort towards a community of shared future for humankind.

5. 2021 Resolution adopted by the General Assembly on December 6，2021, 76/22. Prevention of an arms race in outer space writes: Recognizing the common interest of all humankind in the exploration and use of outer space for peaceful purposes.
